Position Summary:

The Human Resources & Training Manager is responsible for leading the development and execution of HR strategies, policies, and practices that support a positive, inclusive, and high-performing work culture. This role also oversees staff training and capacity development initiatives to ensure team effectiveness and continuous learning across all levels of the organization. The HR & Training Manager ensures compliance with labor laws, supports recruitment and retention, and strengthens employee engagement and wellbeing.

Key Responsibilities:

Human Resources Management

● Develop and implement HR policies and procedures in line with organizational values and national labor laws.
● Lead recruitment and onboarding processes for staff and consultants across field offices and HQ.
● Manage employee relations, conflict resolution, and disciplinary procedures with fairness and transparency.
● Ensure up-to-date employment contracts, job descriptions, and performance appraisal systems.
● Oversee payroll, benefits administration, and personnel records in collaboration with Finance.
● Promote diversity, equity, and inclusion (DEI) throughout all HR practices.
● Ensure compliance with safeguarding policies and HR-related donor requirements.
Training & Capacity Development
● Conduct training needs assessments and develop annual learning plans for staff and partners.
● Design and facilitate in-house trainings or coordinate with external providers for technical, leadership, and soft skills development.
● Create onboarding and orientation programs for new hires.
● Monitor the effectiveness of training programs and adjust based on feedback and outcomes.
● Support the professional development of managers and team leaders through mentoring and coaching initiatives.

Organizational Culture & Strategy

● Lead staff wellness initiatives and employee engagement strategies.
● Foster a culture of accountability, continuous learning, and respectful communication.
● Contribute to strategic workforce planning and HR input for organizational development plans.

Qualifications and Experience:

● Bachelor’s degree (Master’s preferred) in Human Resource Management, Organizational Development, Business Administration, or a related field.
● Minimum 5–7 years of HR management experience, preferably in the NGO or international development sector.
● Proven experience in designing and delivering staff training and professional development programs.
● Strong knowledge of national labor law and international HR best practices.
● Experience with HR software systems and tools (e.g., HRIS, performance management platforms).
● Previous experience working in multicultural and multilingual environments is a plus.
